The Eclipse Foundation has quite a few directors from Europe and European companies ([https://www.eclipse.org/org/foundation/directors.php](https://www.eclipse.org/org/foundation/directors.php)). What about that? I would call that "heavily invested".

As an example: "We’re excited to announce that we have received funding, from the EU’s NGI Assure via the NLnet Foundation" from https://blog.prosody.im/modern-xmpp-auth/ More projects are funded via https://www.ngi.eu/ I remember to have seen more mentions in which projects they invest. But fail to find it now. Edit: I'm assuming you meant EU. Otherwise plenty of open source projects receive contributions or were started from european citizens. And obviously everybody can contribute to any project and is not limited by their region.

There will be no complete list, but https://prototypefund.de/en may be a good start (public interest projects funded by the German government). I believe the EU has similar projects but I don't know the name.
